The Hysteria Project was an experiment in the 1980's, led by Dr. Harry Marlowe of Organization 440. It studied the effects of prolonged exposure to Paranormal Particles (P-Particles) on humans, and attempted to create metahumans for the Organization to use as weapons and tools. The project led to be a huge success for Dr. Marlowe and the organization.
